Eliminates the requirement for students to pass state assessment instruments (STAAR end-of-course exams) as a condition for high school graduation, allowing end-of-course assessment results to be used only for diagnosing academic strengths and deficiencies

Reduces required state assessments by removing the 8th grade social studies test and limiting end-of-course exams to only those necessary to comply with federal Every Student Succeeds Act requirements in reading, mathematics, and science

Removes student scores on state assessment instruments from the factors school districts must consider when making grade promotion decisions

Requires the commissioner of education to apply for federal waivers to suspend assessment requirements for school districts affected by presidentially or gubernatorially declared disasters, and prohibits using test results from disaster-affected years for accountability ratings, accreditation status, or sanctions

Repeals individual graduation committee provisions that allowed students who failed required assessments to graduate through alternative pathways, as these become unnecessary when assessment passage is no longer a graduation requirement
