Expands the permissible uses of the Historic Infrastructure Sustainability Trust Fund to include "improving" historic sites, in addition to the existing purposes of maintaining, preserving, rehabilitating, and restoring them

Removes the prohibition on using additional fund distributions to acquire real property, while maintaining the restriction against acquiring new historic sites

Maintains existing requirements that at least one-third of annual distributions must be allocated to the historic courthouse preservation program

Continues to prohibit using fund distributions for salaries, employee benefits, administrative costs, operating costs, or capital equipment unrelated to historic site rehabilitation

Applies only to distributions requested by the Texas Historical Commission on or after September 1, 2025
