Renames the "Carrizo Cane Eradication Program" to the "Rio Grande Vegetative Management Program" under Section 201.0225 of the Agriculture Code

Expands the program's scope from eradicating only Carrizo cane to managing Carrizo cane and other noxious vegetation that impedes border security along the Rio Grande River

Changes the program's approach from "eradication" to "management" of targeted vegetation

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025

Passed the House on April 30, 2025 (127-9) and the Senate on May 21, 2025 (31-0)
