Adds special utility districts organized under Chapter 65 of the Water Code to the list of entities defined as "issuers" authorized to issue public securities under Government Code Chapter 1371

Grants special utility districts explicit authority to issue bonds or notes for purchasing, constructing, acquiring, operating, repairing, improving, or extending district infrastructure including waterworks, sanitary sewer, storm sewer, and solid waste disposal systems

Exempts special utility districts from Sections 49.181 and 49.182 of the Water Code, which contain certain bond issuance requirements and restrictions applicable to other water districts

Takes effect September 1, 2025
