Allows agreements or contracts between border municipalities to be formalized through reciprocal ordinances or ordinances in substantially similar language enacted by each municipality

Permits municipalities to extend the chapter's provisions to agreements or contracts that existed before the chapter was enacted, through joint resolution

Deems facilities, services, infrastructure, or real property created under these agreements as located within Texas for funding and financing eligibility purposes, if located in an adjoining state no more than 30 miles from the Texas border municipality

Makes such cross-border projects eligible for Texas grants, loans, bonds, and other financial assistance authorized for municipal or intergovernmental infrastructure projects

Takes effect July 1, 2025 if passed with two-thirds majority in both chambers; otherwise takes effect September 1, 2025
