Texas Division of Emergency Management must develop a first responder peer support network for emergency medical services personnel and firefighters by March 31, 2026

Network must provide peer-to-peer support, training for peer service coordinators including suicide prevention training, technical assistance for program development, and identification of licensed mental health professionals

Division shall ensure support is available in both urban and rural areas and may establish a program connecting first responders with clinical resources at no cost to them

Participation information is confidential and exempt from public disclosure; regulatory agencies are prohibited from taking disciplinary action against first responders based on their participation in peer support services

Annual report required by December 1 each year detailing number of participants, peers trained, regional facilities, critical incidents responded to, and program improvement recommendations
