Texas would withdraw from the Interstate Mining Compact under Article VIII of the compact, which authorizes member state withdrawal

The governor must provide written notice of withdrawal to the governor of each state party to the compact and publish notice in the Texas Register

One year after the governor publishes notice, the office of the Interstate Mining Compact Commissioner for Texas and the Texas Mining Council would both be abolished

Chapter 132 of the Natural Resources Code, which governs Texas's participation in the compact, would be repealed one year after publication of the withdrawal notice

The act takes effect immediately with a two-thirds vote of both legislative chambers, otherwise it takes effect September 1, 2025
