Amends Local Government Code to add a definition of "hotel" for public improvement districts, including properties that begin operating as hotels after a district is established

Restricts public improvement districts created after September 1, 2019 to undertaking projects only for advertising, promotion, or business recruitment directly related to hotels

Establishes new "qualified petitioner" criteria for hotel-related public improvement districts, allowing hotel owners, general managers, regional managers, or management company employees who oversee hotel operations to sign petitions with written authorization

Requires petitions for hotel-related public improvement districts to be signed by qualified petitioners representing more than 60% of appraised hotel property value, more than 60% of all hotels liable for assessment, or more than 60% of the area of real property liable for assessment

Repeals Sections 372.0035(a) and (e-1) of the Local Government Code and applies new petition requirements only to petitions filed on or after the effective date
