Requires the Texas Department of Transportation (TxDOT) to develop and implement a program allowing property owners adjacent to state highway rights-of-way to plant new vegetation or replace existing vegetation for aesthetic enhancement or improved property visibility

Limits the program to rights-of-way located within 500 feet of the participating property owner's land, including outer separations

Property owners must bear all costs, use only vegetation adapted to local conditions, and hire a TxDOT-approved landscaping professional to perform the work

Prohibits interference with public utility infrastructure and preserves the state's right to use the right-of-way for road construction or reconstruction

Utilities performing work in the right-of-way are not required to replace vegetation or compensate property owners if removal is necessary for their operations; effective date is September 1, 2025
