Raises the minimum age for firearm transfers from 18 to 21 years old, making it an offense to intentionally or knowingly sell, rent, lease, or give any firearm to a person younger than 21

Maintains the existing prohibition on transferring clubs or location-restricted knives to persons under 18 years of age

Removes the affirmative defense of parental consent for firearm transfers to minors, limiting that defense only to transfers of clubs or location-restricted knives to those under 18

Classifies the transfer of a handgun to a person under 21 as a state jail felony, while other firearm transfers remain a Class A misdemeanor

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
