Expands temporary alcohol sales at racing facilities with seating capacity over 40,000 to include distilled spirits in addition to wine and malt beverages

Extends authorization for temporary alcohol sales beyond professional motor racing events to include "another event held at the racing facility"

Removes the previous restriction limiting temporary alcohol sales to four times per calendar year at a facility

Eliminates the cap that prohibited alcohol sales at more than 50% of food and beverage concession stands open at any one time

Maintains restrictions including: no factory-sealed container sales, maximum two drinks per customer at one time, and sales cutoff at 75% completion of feature race day or one hour before scheduled event completion on other days
