Defines "multifamily residential development" as any residential development with four or more dwelling units intended for rental occupancy, whether attached or detached

Requires school districts or their public facility corporations to meet additional conditions when financing, owning, or operating multifamily residential developments

School district-sponsored developments must either reserve at least 75% of units for households with at least one district employee, or be located on property previously used by the district for at least 10 years as a school campus or for administrative functions

Applies only to developments where title is acquired or financing/operation contracts are entered into on or after the effective date; existing developments remain governed by prior law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
