TCEQ must adopt implementing rules by January 1, 2026; operators must submit plans by May 1, 2026, and implement approved plans by September 1, 2026

Emergency preparedness plan information is confidential and exempt from public disclosure, and the commission must consider whether compliance would create significant financial burden on customers
