Expands the existing offense of unlawful transfer of weapons from "handguns" to all "firearms" when the transferor knows the recipient intends to use the weapon unlawfully or in commission of a crime

Creates a new offense for purchasing or attempting to purchase a firearm with intent to deliver it to someone known to intend unlawful possession or use of the weapon (targeting "straw purchases")

Increases the penalty for unlawful transfer or purchase offenses under the new Subsection (a) from a Class A misdemeanor to a third degree felony

Adds these unlawful transfer and purchase offenses to the list of predicate crimes for asset forfeiture proceedings and organized criminal activity prosecutions

Establishes that federal law prevails in case of any conflict with state law regarding unlawful transfer or purchase of weapons; takes effect September 1, 2025
