Removes the requirement that at least 55 percent of production crew, actors, and extras for moving image projects must be Texas residents to qualify for state incentive grants

Maintains existing minimum in-state spending thresholds: $250,000 for films or television programs, and $100,000 for commercials, educational/instructional videos, or digital interactive media productions

Retains the requirement that at least 60 percent of the moving image project must be filmed in Texas

Continues requiring production companies to submit detailed expended budgets with receipts, invoices, pay orders, and other documentation to verify in-state spending

Takes effect September 1, 2025
