Prohibits school districts, open-enrollment charter schools, and their employees from providing instruction, guidance, activities, or programming regarding sexual orientation or gender identity to students in prekindergarten through 12th grade

Requires school boards to adopt written policies governing communication between school employees and students on reproductive and sexual health topics outside of dedicated human sexuality courses, including directing employees to refer students to parents, counselors, or designated teachers

Prohibits school districts from hosting extracurricular activities related to human sexuality unless the board of trustees has adopted a written policy specifying permitted circumstances

Extends local school health advisory council requirements to open-enrollment charter schools, which must establish councils with members appointed by the school's governing body

Prevents districts of innovation from obtaining exemptions from human sexuality instruction requirements under Section 28.004

Authorizes the attorney general or district/county attorneys to bring legal action to enjoin school districts from violating these provisions, with cases heard in Travis County or the county where the violation occurred
