Expands the definition of "facility" for the employee misconduct registry to include facilities licensed under Chapter 555 and Chapter 577 of the Health and Safety Code (mental hospitals and mental health facilities)

Requires license applications for mental hospitals and mental health facilities to include the name and address of the person responsible for daily operations

Reenacts and amends Section 253.001(4) of the Health and Safety Code to reconcile conflicting amendments from the 88th Legislature (H.B. 1009 and H.B. 4696 from 2023)

Implementation by the Health and Human Services Commission is contingent on legislative appropriation of funds specifically for that purpose

Takes effect September 1, 2025; passed the House 148-0 and Senate 30-1
