Requires municipalities to send public hearing notices for zoning classification changes via certified mail with return receipt requested (instead of regular mail) to property owners within 200 feet, and must post notices on the municipality's website if one exists

Expands the definition of "zoning classification change" to include any change to zoning district boundaries or regulations, triggering the enhanced notice requirements for all such modifications

Creates a petition process allowing property owners to force reconsideration of zoning regulations or district boundaries within 2 years of adoption if owners of at least 40% of the affected area (or adjacent area within 200 feet) sign a petition; requires a three-fourths vote of the governing body to keep the regulation in effect

Authorizes landowners or residents to sue municipalities in district court for procedural violations in adopting zoning regulations or boundaries, with successful plaintiffs able to void the regulation or revert boundaries, recover attorney's fees, and waives municipal governmental immunity for such actions

Directs the comptroller to adopt rules implementing these provisions uniformly among state agencies that distribute economic development funds to municipalities
