Allows commissioners courts to divide counties into zoning districts of varying number, shape, and size with different regulations for each district

Requires public hearings with at least 15 days advance newspaper notice before adopting zoning orders; adoption requires majority vote of the full commissioners court

Establishes a protest mechanism where proposed zoning changes require a three-fourths supermajority vote if owners of at least 20% of the affected area file written protests

Creates a misdemeanor offense for violations, punishable by fines of $500 to $1,000 per day, with cases tried in justice court; effective September 1, 2025
