Requires school districts to offer free full-day prekindergarten classes to all children who are at least four years of age, regardless of eligibility criteria

Retains existing eligibility requirements (limited English proficiency, educationally disadvantaged, homeless, military-connected, foster care, or Star of Texas Award recipient families) only for three-year-old children

Eliminates the previous 15-child minimum threshold for districts to offer prekindergarten to four-year-olds; districts may still optionally offer classes for three-year-olds if they identify 15 or more eligible children

Removes the option for half-day prekindergarten classes, requiring all prekindergarten to operate on a full-day basis

Applies beginning with the 2025-2026 school year, with immediate effect upon two-thirds legislative approval or September 1, 2025
