Candidates and officeholders are prohibited from knowingly accepting aggregate political contributions from out-of-state contributors exceeding $5,000 for statewide offices, $2,500 for district offices, or $1,000 for county offices per election

Contributions that violate these limits must be returned to the contributor by either the last day of the reporting period when accepted or within five days of acceptance, whichever is later

Violators face civil penalties of up to three times the amount of contributions accepted in violation, which the Texas Ethics Commission may impose only after a formal hearing

The restrictions apply only to contributions accepted on or after September 1, 2025, and pre-existing contributions cannot be aggregated with post-effective date contributions
