Adds a new educational requirement for apprentice inspector licenses, requiring completion of at least 4 classroom hours of a qualifying real estate inspection course before licensure

Renames "core real estate inspection course" to "qualifying real estate inspection course" throughout the Occupations Code, covering topics such as structural items, electrical items, mechanical systems, plumbing, roofing, business, law, standards of practice, report writing, appliances, and ethics

Updates educational hour requirements for real estate inspector licenses (90 hours) and professional inspector licenses (40 hours) to specify these are "qualifying" courses in addition to the hours required at prior license levels

Requires 16 classroom hours of qualifying real estate inspection courses or continuing education courses per year for license renewal for all inspector license types

Takes effect January 1, 2026, and applies only to license applications submitted on or after that date
