Requires all assisted living facilities to adopt and implement emergency preparedness and contingency operations plans by January 1, 2026, that provide climate-controlled areas of refuge (minimum 15 square feet per resident) during power outages

Mandates facilities maintain temperatures between 68 and 82 degrees Fahrenheit in areas of refuge and climate-controlled rooms for bedfast residents during emergencies

Requires facilities to notify the commission of unplanned power outages lasting more than 12 hours and to make emergency plans available to residents and family members upon request

Establishes new construction and licensure standards for facilities permitted after September 1, 2026, including requirements for backup power systems such as generators or multiple backup power sources

Authorizes the commission to assess penalties for violations and preempts any conflicting local government regulations on assisted living facility emergency preparedness
