Allows boards of trustees in small independent school districts (those eligible for the small district allotment under Section 48.101(b)) with seven members to reduce board membership to five members by resolution

Requires the board to certify to the commissioner that the district was unable to fill all trustee seats in the two preceding trustee elections before reducing membership

Resolution takes effect at the next regular trustee election after adoption and cannot shorten the term of any current trustee

Transition plan must ensure trustees are ultimately elected according to standard staggered term requirements under Section 11.059

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
