Eliminates the deer breeder's permit requirement from the Parks and Wildlife Department, allowing individuals to possess live breeder deer (white-tailed or mule deer) for propagation purposes without obtaining a state permit

Requires all breeder deer to be contained within fencing at least eight feet in height at all times, increasing the minimum fence height for release sites from seven feet to eight feet

Removes deer breeding facilities from the definition of "agricultural business" under the Agriculture Code, excluding them from eligibility for certain agricultural business programs and benefits

Repeals multiple sections of the Parks and Wildlife Code governing deer breeder permits, including provisions related to permit applications, fees, transfer permits, reporting requirements, facility inspections, and record-keeping

Reduces penalties for violations of the breeder deer subchapter to a Class C Parks and Wildlife Code misdemeanor, eliminating the Class A misdemeanor penalty that previously applied to certain violations
