Adds municipal solid waste personnel to the list of professions eligible for low-interest home mortgage loans under the Homes for Texas Heroes program

Defines "municipal solid waste personnel" as permanent, full-time local government employees who collect, sort, process, or dispose of solid waste, recyclables, organics, or household hazardous waste

Eligible applicants must reside in Texas and have income not exceeding 115% of area median family income (adjusted for family size) or the maximum permitted by IRS code, whichever is greater

Authorizes the Texas State Affordable Housing Corporation to use existing bond proceeds to fund loans for the newly eligible municipal solid waste personnel

Effective date is September 1, 2025
