Eliminates the right to interlocutory appeal from orders granting or denying a governmental unit's plea to the jurisdiction in mandamus actions and claims alleging ultra vires acts by government officials

Requires courts to strictly construe this new limitation on interlocutory appeals involving governmental units

Requires governmental units to pay all costs and reasonable attorney's fees if their appeal of a denied plea to the jurisdiction is affirmed in mandamus or ultra vires cases

Amends Section 51.014 of the Civil Practice and Remedies Code, which governs interlocutory appeals from various court orders

Applies only to orders issued on or after September 1, 2025
