Establishes procedures for serving legal citations or notices when the intended recipient is deceased, requiring service on the personal representative of the estate, or on distributees if the representative has been discharged or the estate has closed

Requires service on all distributees when a will was admitted to probate as muniment of title only, when a court determined no administration was necessary, or when the court approved a small estate affidavit under Chapter 205

Mandates service on both unknown distributees and identified potential distributees when no court order has determined distributees and no personal representative has been appointed

Requires applicants to file an "Affidavit of Facts Concerning the Identity of Potential Distributees" containing the deceased person's identifying information, whether a will exists, and the name, address, relationship, and age of each potential distributee

Authorizes courts to require additional information through supplemental affidavits and to appoint an attorney ad litem to represent the interests of known or unknown potential distributees

Takes effect September 1, 2025
