Directs the Railroad Commission of Texas to conduct a feasibility study on creating a strategic fuel reserve of natural gas and petroleum products to reduce supply disruptions during disasters or critical situations

Study must evaluate appropriate facility locations, minimum storage capacity requirements, and circumstances under which reserves should be distributed

Requires analysis of state and local entity roles in operating or regulating the reserve, along with estimated implementation costs including facility purchase, lease, construction, operation, and maintenance

Commission must submit a report with findings and recommendations to the governor, lieutenant governor, speaker of the house, and all legislators by September 30, 2026

Act takes effect September 1, 2025, and expires January 1, 2027
