Increases the voter approval threshold for school district bond elections from a simple majority to three-fifths (60%) of qualified voters

Maintains the existing simple majority requirement for taxes described under Section 45.002 of the Education Code (separate from bond-related taxes)

Applies only to elections ordered on or after the effective date; elections ordered before that date remain governed by prior law

Takes effect January 1, 2026, contingent upon voter approval of a related constitutional amendment proposed by the 89th Legislature in 2025

If the constitutional amendment is not approved by voters, the bill has no effect
