Expands eligibility for protective orders to include victims of offenses under Section 42.0601 of the Penal Code (harassment) when committed due to bias or prejudice, in addition to existing covered offenses like arson, criminal mischief, and graffiti

Establishes that protective orders for bias-motivated offenses may be effective for the lifetime of both the offender and victim, or any shorter period specified by the court, with a default duration of two years if no period is stated

Allows victims protected by these orders to file an application at any time to rescind the protective order

Requires constables to serve protective orders issued under this subchapter and mandates court clerks to forward copies to the Department of Public Safety with a designation indicating the order was issued to prevent bias-motivated offenses

Applies to protective orders issued and offenses committed on or after September 1, 2025
