Creates a new Extracurricular Community Education Grant Program administered by the Commissioner of Education to fund after-school and summer learning programs for K-12 students

Grant selection prioritizes programs serving historically underserved students, organizations partnering with public schools, and those offering a wide array of services; grants must be distributed equitably across urban, rural, and suburban areas

Applicants must submit community needs assessments involving students and families, describe relationships with public schools, and outline plans for implementing best practices and evaluating program impact
