Requires 22 specified Texas licensing authorities to issue occupational licenses to out-of-state applicants who hold a current license in good standing with similar scope of practice in another state for at least one year

Covered licensing boards include those for nursing, pharmacy, medicine, dentistry, engineering, architecture, education, law (Supreme Court), public accountancy, insurance, veterinary medicine, and various health professions

Applicants must have no disqualifying criminal history, no license revocation or surrender due to unprofessional conduct, no ongoing disciplinary actions, and no pending complaints or investigations in other states

Licensing authorities may require applicants to pass a Texas-specific jurisprudence examination if such an exam is required for all other applicants

Licensing authorities must adopt implementing rules by January 1, 2026, with the new provisions applying to applications submitted on or after that date; the act takes effect September 1, 2025
