Requires Department of Public Safety authorization before the Texas Department of Transportation can issue disaster-related agricultural transport permits, with permits expiring when the disaster declaration ends or IRS penalty waivers are lifted

Prohibits permitted vehicles from exceeding federal size and weight limits on interstate, defense, and federal aid primary highways unless federal law authorizes higher limits
