Mandates commissioners courts approve plats and allows them to impose fees for certificates, with plat approval contingent on compliance with National Flood Insurance Program requirements for land in floodplains

Establishes civil penalties of $500-$1,000 per violation per day (up to $5,000 daily) for subdividers who fail to provide required water/sewer facilities, and $10,000-$15,000 per lot for selling land without approved plats or allowing subdivisions to become public health nuisances

Creates criminal offenses (Class A misdemeanor, elevated to state jail felony if five or more residences are inhabited) for subdividers who knowingly fail to file required plats or fail to provide required utilities, with enforcement authority given to the attorney general and local prosecutors
