Expands eligibility for the Financial Aid for Swift Transfer (FAST) program to include students enrolled in private schools and home schools, in addition to those in public school districts and charter schools

Requires private schools to determine whether students meet the educationally disadvantaged criteria for FAST program eligibility and notify the institution of higher education offering the dual credit course

Private schools may verify student eligibility using their own records, Texas Education Agency records, or other methods authorized by commissioner or coordinating board rules

Directs the coordinating board to distribute appropriated funds to participating institutions of higher education for eligible private school students enrolled in dual credit courses

Requires the coordinating board's instruction and operations formula to include tuition amounts for dual credit courses taken by eligible private school students at participating institutions

Changes apply beginning with the 2025-2026 school year, with immediate effect upon two-thirds vote or September 1, 2025
