Requires all school districts and open-enrollment charter schools to adopt a policy allowing any Texas resident to request a review of library materials for compliance with state law and district/school policies

Mandates that the board of trustees or governing body must make a determination on requested materials at a public meeting within 30 days of the request, plus 7 additional days for each material beyond the first

Requires districts and charter schools to post their library material review policy and all review determinations on their websites

Imposes a civil penalty of up to $500 per violation on individual board members or governing body members who fail to conduct required reviews

Takes effect beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
