Entitles school districts to additional state aid to cover the gap between actual operating costs for contracted prekindergarten classes and the standard funding received through average daily attendance formulas

Applies to prekindergarten programs operated through contracts with community-based child-care providers, private entities, or eligible private providers under existing Education Code provisions

Covers operating costs including staffing, instructional materials, facilities, and curriculum requirements for these contracted prekindergarten classes

Additional aid is calculated as the difference between full compensation for operating costs and the amount the district already receives under the standard school finance chapter, provided that difference is greater than zero

Takes effect September 1, 2025
