Amends Section 207.021(a) of the Texas Labor Code to expand conditions under which unemployment benefit recipients must participate in reemployment services such as job search assistance

Allows the Texas Workforce Commission to require participation in reemployment services regardless of profiling system results if the commission determines participation furthers specific workforce goals

Establishes five goals that justify mandating reemployment services: reducing unemployment duration, strengthening program integrity, aligning with the federal Workforce Innovation and Opportunity Act, establishing the reemployment services program as an entry point to other workforce programs, and demonstrating service effectiveness

Applies only to unemployment compensation claims filed on or after September 1, 2025; claims filed before that date remain under prior law
