Requires the Texas Workforce Commission (TWC) to develop procedures and systems to prevent, detect, and investigate fraud, waste, and abuse in programs administered by the commission, its contractors, or grantees

Mandates TWC establish reporting methods for fraud, waste, or abuse, including a public website option and anonymous reporting for commission employees

Authorizes TWC to obtain any information or technology necessary to fulfill fraud prevention and investigation responsibilities

Requires annual written reports to the legislature by September 1 of each year detailing all fraud, waste, or abuse reports received, investigation findings, and actions taken to resolve confirmed issues

Prohibits retaliation against employees who report fraud, waste, or abuse in good faith

Takes effect September 1, 2025, with the first legislative report due by September 1, 2026
