Adds educator certification and contract requirements under Chapter 21 of the Education Code to the list of provisions that districts of innovation cannot be exempted from in their local innovation plans

Removes the ability of districts of innovation to bypass state requirements for teacher certification and employment contracts, which they could previously do under existing law

Applies retroactively to all local innovation plans, whether adopted before, on, or after the effective date of the Act

Requires districts with existing innovation plans adopted or renewed before the effective date to come into compliance by September 1, 2027

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that threshold is not met
