Removes the ability for districts of innovation to waive class size limit requirements under Section 25.112

Prevents districts of innovation from exempting themselves from Chapter 37, which covers student discipline and law and order provisions

Applies to all local innovation plans regardless of when adopted, with existing plans required to comply by September 1, 2025

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise effective September 1, 2025
