Amends the jurisdiction of Wichita County courts at law to include proceedings under the Estates Code alongside existing authority over misdemeanor cases, probate matters, mental health matters, and municipal court appeals

Establishes concurrent jurisdiction with district courts for civil cases with amounts in controversy exceeding $500 but not exceeding $200,000 (excluding interest, exemplary damages, penalties, attorney's fees, and court costs)

Grants county courts at law concurrent jurisdiction with district courts for appeals from justice courts

Removes previous restrictions that excluded civil cases below the justice court maximum or above $200,000 from county court at law jurisdiction

Allows transfer of civil cases exceeding the $200,000 limit to district court upon party motion, unless all parties have announced ready for trial before the transfer motion is filed

Takes effect September 1, 2025, and applies only to actions filed on or after that date
