Prohibits governmental bodies from withholding dates of birth in response to public information requests, overriding the general privacy exception in current law (Section 552.101)

Allows dates of birth to still be withheld in three circumstances: when related to government personnel records (Section 552.102), when protected by HIPAA federal privacy requirements, or when otherwise protected by constitutional or statutory law

Applies only to public information requests received on or after the effective date; requests received before that date remain governed by prior law

Takes effect immediately upon receiving a two-thirds vote in both chambers, otherwise takes effect September 1, 2025
