Authorizes commissioners courts in qualifying counties to regulate recycling businesses operating in unincorporated areas through county orders

Applies only to counties that contain a municipality with a population of 500,000 or more AND are located on an international border (targeting El Paso County)

Prohibits county regulations from conflicting with existing state laws governing recycling businesses, including requirements under Chapter 396 of the Transportation Code

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
