Amends Section 118.011 of the Local Government Code to modify fee structures for county clerk services related to property records filing

Excludes real property records from the standard fee schedule for noncertified electronic copies of electronic documents (which otherwise charges $1 for documents up to 10 pages and $0.10 per page over 10 pages)

Clarifies that county clerks providing non-paper format copies of records, including real property records, must charge fees in accordance with the Texas Public Information Act (Government Code Sections 552.231 and 552.262)

Takes effect immediately upon receiving a two-thirds vote from both chambers, or September 1, 2025 if that threshold is not met
