Requires the Texas Department of Agriculture, with assistance from the Texas Education Agency, to conduct an annual study measuring PFAS (perfluoroalkyl and polyfluoroalkyl substances) levels in school lunch program food

Study must analyze representative samples of foods distributed to schools under the federal school lunch program and other foods commonly purchased by schools using program subsidies

Department must submit an annual report with study results to the governor, lieutenant governor, speaker of the house, and all legislators by December 31 of each year

Department of Agriculture must adopt rules to implement the study, including determining which specific PFAS chemicals to test for in school food

Initial report deadline is December 31, 2026; act takes effect immediately with two-thirds vote or September 1, 2025 otherwise
