Requires license holders conducting weather modification and control operations to use only chemicals and techniques approved by the Texas Department of Licensing and Regulation (TDLR)

Prohibits TDLR from approving any chemical or technique known to cause harm to human health, specifically harm to the endocrine, nervous, respiratory, or reproductive systems

Authorizes TDLR to seek assistance from the Department of Agriculture, Texas Commission on Environmental Quality, Health and Human Services Commission, or other appropriate entities when evaluating chemicals and techniques for approval

Directs TDLR to adopt rules necessary to implement the approval process as soon as practicable after the effective date

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
