Expands the management-to-staff ratio requirement to apply to all state agencies, removing the previous limitation that only applied to executive branch agencies with more than 100 full-time equivalent employees

Maintains the existing cap of no more than one full-time equivalent management employee for every 11 full-time equivalent nonmanagerial staff positions

Requires each state agency to develop procedures to reduce management positions with the goal of employing the minimum number of managers necessary to perform agency functions

Allows state agencies with fewer than 11 full-time equivalent employees to still employ one full-time equivalent management position

Takes effect September 1, 2025
