Amends Article 56B.102 of the Code of Criminal Procedure to allow the attorney general to make emergency awards for anticipated pecuniary losses to crime victims without first acting on a full compensation application

Emergency awards remain available when a final award appears likely and the claimant or victim would suffer undue hardship without immediate economic relief

Creates an exemption from standard emergency award limitations for claims involving deceased victims when the criminally injurious conduct resulted in a proclaimed state of emergency under Section 433.001, Government Code

Applies only to criminally injurious conduct occurring on or after September 1, 2025; conduct occurring before that date remains governed by prior law
